East Jerusalem: Israel Escalating Home Demolitions, Evictions Discriminatory Laws Drive Forced Displacement in Silwan

(Beirut) – Israeli authorities are accelerating home demolitions and forced evictions of Palestinian residents in the Silwan district of occupied East Jerusalem, Human Rights Watch said today. The forcible deportation or transfer of the population of an occupied territory within or outside the territory, unless justified on a temporary basis for the protection of the population itself or imperative military reasons, is a violation of international humanitarian law and amounts to a war crime.

Silwan lies south of Jerusalem’s Old City. Among its 12 neighborhoods, al-Bustan and Batn al-Hawa have for decades been the primary focus of eviction and demolition campaigns led by Israeli authorities and settler organizations such as Ateret Cohanim. These campaigns intensified under cover of the hostilities in Gaza and, this year, Iran. Of the 587 Palestinians displaced by demolitions since October 7, 2023, a quarter were displaced during Israel’s war with Iran in March-April 2026, according to the United Nations Office for the Coordination and Humanitarian Affairs (OCHA). Over 2,000 people are at risk of forced displacement in Silwan, which, if not halted, will be one of the largest waves of expulsions in East Jerusalem since 1967, according to Ir Amim, an Israeli group that tracks government policies in Jerusalem.

“Israeli authorities are intensifying their longstanding illegal policy of emptying areas surrounding Jerusalem’s Old City of Palestinians and replacing them with Israeli settlers,” said Sarah Sanbar, acting Israel and Palestine researcher at Human Rights Watch. “Israeli efforts to change the demography of Jerusalem are war crimes, enabled by the impunity granted by Israel’s close allies.”

Human Rights Watch researchers visited Silwan in April 2026 and interviewed three residents issued eviction and/or demolition orders and two lawyers representing clients in Silwan, and reviewed relevant legal documents. Human Rights Watch attempted to reach Ateret Cohanim by phone but has not received a response.

The surge in displacement in Batn al-Hawa results from a series of eviction lawsuits filed by Ateret Cohanim, based on discriminatory laws allowing Jewish individuals to reclaim East Jerusalem property lost in the 1948 war, while barring Palestinians from recovering property also lost in 1948. In al-Bustan, the entire neighborhood of 115 homes housing 1,500 people is under threat of demolition due to the municipality’s plan to establish an archaeological park.

Zuheir al-Rajabi, director of Batn al-Hawa’s community center, said that Ateret Cohanim first initiated eviction proceedings in 2015. “At the beginning, we said, ‘What can they do? This is our land and house, we have nothing to fear,’” he told Human Rights Watch.

For a decade, he fought the eviction in Israeli courts: “But after October 7, everything became possible. Judges began issuing eviction orders without giving a chance to defend or hear from the victims. It used to take three to five years to go through all the courts and appeals. After October 7, the whole process only takes 45 days.”

A local lawyer said that “Sometimes, the decision takes one working day.”

Since October 7, Ateret Cohanim lawsuits have resulted in the eviction of 30 families, a total of 139 people, with enforcement proceedings underway for hundreds more, according to Peace Now, an Israeli group. In the 8 previous years, only 36 people were evicted.

Zuheir said that Israeli settlers have moved into the homes of his former neighbors: “Now we feel like we are at the end of the road. [...] For the last 50 years, we all lived together in Silwan, my brothers and I, and our children growing up with each other. We fought hard to stay together, and finally after 50 years, they succeeded in splitting us apart.”

In April 2024, Harbi al-Rajabi and his son, Nidal, received an eviction order for their building in Batn al-Hawa, where five families lived... READ MORE  https://www.hrw.org/news/2026/06/17/east-jerusalem-israel-escalating-home-demolitions-evictions

UN experts warn about escalating Israeli settler terror and existential risk posed to Palestinian communities. “Attacks serve as instrument of coercion in the hands of the occupying power, facilitating ethnic cleansing.”

GENEVA – UN experts* today issued a stark warning about surging Israeli settler terror in the Occupied Palestinian Territory, including East Jerusalem, and the existential risk it poses to Palestinian communities’ presence on the land.

“Relentless attacks by the settler-colonial movement, carried out with the support and acquiescence of the Israeli State, have become a daily terror in Palestinian lives, sowing fear, uncertainty, and profound insecurity that inevitably compels the forcible displacement of the indigenous population,” the experts said. “The escalating violence, carried out with full impunity, serves as an instrument of coercion in the hands of the occupying power, facilitating ethnic cleansing.”

The experts noted a sharp increase in the number of Palestinians killed or injured in settler attacks in 2026. “Settler brutality has reached unprecedented levels this year, with at least thirteen Palestinians killed and close to five hundred injured in five months. Both fatalities and injuries are outpacing figures from previous years,” they said.

Whilst no part of the West Bank has been spared, the continued displacement of Palestinians would expose approximately 663 km² of land to further settlement expansion. Palestinian communities in Area C – which remains under full Israeli military and civil control – are disproportionately affected. This is particularly acute in the Jordan Valley and South Hebron Hills, where communities bear a heavy burden of violence and displacement. In communities such as Masafer Yatta, near-daily raids by Israeli settlers and occupying forces have become a pervasive feature of daily life.

“Violence is used as a calculated, targeted tool to deny Palestinians access to essential services, agricultural and grazing areas, with the ultimate aim of severing the people's connection to the land,” the experts said.

A stark example of this is the village of Umm al-Kheir in the South Hebron Hills. It is now encircled by the Carmel settlement and a new outpost, for which construction began in July 2025. The community has faced repeated water and electricity cuts, demolitions, and violent attacks by settlers. In July, a human rights defender from the community was shot and killed, allegedly by an armed, sanctioned settler, during protests against that construction.... B'Tselem: "Israel is carrying out ethnic cleansing in East Jerusalem through discriminatory legislation, planning procedures, funding allocations and service provision, all designed to advance the Judaization of the area. "

B'Tselem בצלם بتسيلم

Immediately after occupying East Jerusalem in 1967, Israel annexed about 70,000 dunam (1 dunam = 0.1 hectares) from the West Bank to its territory in violation of international law. Parts of this area were added to Jerusalem’s municipal boundaries.

One third of the annexed territory was used to build settlements expressly designed to secure a Jewish majority and create a contiguous territorial bloc, while pushing Palestinian communities out of the urban space.

The Silwan area, located near the Old City, is home to about 20,000 Palestinians who suffer from systemic, criminal neglect in terms of public infrastructure and services the Jerusalem Municipality is obligated to provide: Many streets are unpaved, waste is left to pile up in the streets, and street lighting is limited.

On top of this neglect, residents face daily harassment and violence by both Israeli security forces and settlers.

Right now, about 1,800 Silwan residents are being forced out of their homes, which Israel is granting to settler families. This follows the past two years in which hundreds have already been uprooted and left homeless, as their houses are being demolished to make way for a national park and a parking lot.

"A lost moral compass opens a barbaric new era after Israeli officials compete to take credit for the storming and destruction of a United Nations compound in occupied East Jerusalem, others call for the annihilation of an entire community of UNRWA staff..." Philippe Lazzarini 20 January 2026

“What happens today to UNRWA will happen tomorrow to any other international organisation or diplomatic mission, whether in the Occupied Palestinian Territory or anywhere around the world,” says UNRWA Commissioner-General Philippe Lazzarini on the demolition of the UNRWA compound in #EastJerusalem on 20 January 2026.

UN Members states are legally obliged to protect UN facilities. UN Members states must uphold international law.

The demolition of buildings inside the UNRWA Headquarters, a United Nations site, in East Jerusalem that started on Tuesday was unprecedented. Yet it is part of a pattern of deliberate disregard for international law and the United Nations. UN Member States must uphold international law, without delay. This UNRWA compound is a UN facility, and therefore inviolable under the Convention on Privileges and Immunities of the United Nations. It was first leased by UNRWA from Jordan in 1952.

A new level of open and deliberate defiance of international law, including of the privileges and immunities of the United Nations, by the State of Israel.

Early this morning, Israeli forces stormed the UNRWA Headquarters, a United Nations site, in East Jerusalem.

Bulldozers entered the compound and began demolishing buildings inside it under the watch of lawmakers and a member of the government.

This constitutes an unprecedented attack against a United Nations agency and its premises.

Like all UN Member States and countries committed to the international rule-based order, Israel is obliged to protect and respect the inviolability of UN premises.

This comes in the wake of other steps taken by Israeli authorities to erase the Palestine Refugee identity.

On January 12, Israeli forces stormed into an UNRWA health centre in East Jerusalem and ordered it to close.

Water, power supplies to UNRWA facilities - including health and education buildings - are also scheduled to be cut in the coming weeks.

This is a direct result of legislation passed by the Israeli parliament in December, which stepped up existing anti-UNRWA laws adopted in 2024.

These actions, together with previous arson attacks and a large-scale disinformation campaign, fly in the face of the ruling in October by the International Court of Justice, which restated that Israel is obliged under international law to facilitate UNRWA’s operations, not hinder or prevent them. The court also stressed that Israel has no jurisdiction over East Jerusalem.

There can be no exceptions.

This must be a wake-up call.

What happens today to UNRWA will happen tomorrow to any other international organisation or diplomatic mission, whether in the Occupied Palestinian Territory or anywhere around the world.

International law has come under increasing attack for too long and is risking irrelevancy in the absence of response by Member States.

"These shameful tactics are part of the relentless campaign by Israeli authorities to unilaterally prevent UNRWA from executing its #UNGA mandate in occupied East Jerusalem, which does not fall under Israeli sovereignty. The application of Israeli law therein is illegal. In October 2025, the @CIJ_ICJ ruled that Israel is obliged to facilitate relief provided by UNRWA. And yet, the present actions represent the very opposite." Roland Friedrich

The @UN footprint in occupied East Jerusalem is shrinking fast.

Yesterday, in a disgraceful move, Israeli security personnel forcibly entered the UNRWA Jerusalem Health Centre, demanding the removal of UN signage. The Jerusalem Health Centre has been supported over decades by member states, many of whom have visited the premises. Later on the same day, a temporary closure order was issued against the Health Centre, closing it for the next thirty days. It may never open again.

Simultaneously, @UNRWA has received notifications from utility providers of impending severance of electricity and water supplies to multiple facilities across #EastJerusalem. These buildings include schools, health centres, and other critical service points.

It is not possible to operate humanitarian services without electricity and water.

Yesterday's developments follow the December 2025 amendments made to the anti-UNRWA Knesset laws. These shameful tactics are part of the relentless campaign by Israeli authorities to unilaterally prevent UNRWA from executing its #UNGA mandate in occupied East Jerusalem, which does not fall under Israeli sovereignty. The application of Israeli law therein is illegal.

In October 2025, the @CIJ_ICJ ruled that Israel is obliged to facilitate relief provided by UNRWA. And yet, the present actions represent the very opposite. These amendments, if implemented, will signal the end of UNRWA’s decades-long operational presence in East Jerusalem.
