Israel is facing weeks of water shortages after an exceptional algae bloom crippled much of its desalination capacity, in a crisis scientists say was triggered when Israeli attacks destroyed much of Gaza’s wastewater infrastructure, causing a massive discharge of untreated sewage.

“Pollution does not recognise political borders,” said the Zalul Environmental Association, an Israeli NGO dedicated to protecting the country’s seas and shores. “The discharge of untreated sewage from the Gaza Strip into the sea is contributing to the worsening crisis affecting the Israeli desalination facilities. The wastewater contains nutrients such as nitrogen and phosphorus, which feed microalgae and cyanobacteria and may intensify their blooms.”

Despite last year’s US-brokered ceasefire, Gaza remains gripped by a severe water and sanitation crisis. The Palestinian territory is plagued by rodents, and sewage floods its coastline after Israel destroyed its wastewater treatment plants.

Just across the border, a vast bloom of microalgae stretching up to 60 miles (100km) long has clogged filters at five of Israel’s six main desalination plants, which were shut down for days and have since been operating at a reduced level.

Experts say that after nearly three years of war, the environmental consequences of the destruction in Gaza are now spilling back into Israel.

“The discharge of untreated sewage from Gaza into the sea increases risks to Israel’s water production infrastructure along the southern Mediterranean coast,” said Jack Gilron, a professor emeritus and desalination expert at Ben-Gurion University’s Zuckerberg Institute for Water Research. “The current incident reinforces the need to prepare against threats to one of Israel’s main sources of drinking water.”

Since 7 October 2023, Israeli bombardment has destroyed 90% of Gaza’s water and sanitation infrastructure, according to a report by Médecins Sans Frontières. Direct strikes have been carried out on wells, carrier lines, reservoirs and desalination units.

Gaza’s water crisis remains severe. Before the war, 80% the territory’s supply came from an aquifer under the coastal strip, but that supply is now contaminated by seawater and wastewater and unfit for human consumption.

Most of Gaza’s drinking water came from desalination plants and three pipelines controlled by the Israeli water authority, but those pipelines were cut at the start of the war and have only partially reopened.

Meanwhile, damaged or destroyed distribution networks have left much of the population reliant on water trucks.

‘Planetary boundaries’ necessary for flourishing of life have been massively breached, scientists warn

The planetary life support systems relied upon by humans have deteriorated to their worst levels ever recorded amid ongoing pollution and habitat destruction, according to a key yet grim annual update by scientists.

Of the nine “planetary boundaries” that help determine whether life can flourish on Earth, seven are being breached at their highest ever levels of transgression, according to the latest planetary health check, a process that was established in 2009.

The seven key indicators in the danger zone include climate change, change in biosphere integrity, land system change, freshwater change, modification of biogeochemical flows, introduction of novel entities and, for the first time last year, ocean acidification.... Settlements are illegal under international law as they violate the Fourth Geneva Convention, which bans an occupying power from transferring its population to the area it occupies.

Some 750,000 settlers live across more than 500 illegal settlements and outposts, as Israeli pogroms hit record highs.

Over the past six decades, the settlement network has grown from scattered hilltop outposts into a sprawling system of settlements, roads and highways binding them to each other and to Israel.

According to Peace Now, an Israeli anti-settlement watchdog, there are at least 148 illegal settlements in the occupied West Bank and 15 in occupied East Jerusalem, 163 in total, now home to some 750,000 Israelis, roughly 10 percent of the country’s Jewish population.

Ecocide - mass damage and destruction of nature

While most human interaction with the environment creates some level of impact, ecocide refers only to the very worst harms, usually on a major industrial scale or impacting a huge area.

Legal recognition of ecocide as a serious crime

Criminalisation of ecocide creates enforceable accountability for these key decision-makers, so that where there is a threat of severe and either widespread or long-term damage, the dangers will be better researched and taken very seriously. Appropriate safety protocols will be employed or alternative approaches developed in order to protect nature, climate and people, and in order to avoid criminal liability.

Scientific and on-the-ground knowledge

Detailed knowledge of risks to nature, climate and people in specific contexts is extensive, and readily available to decision-makers in policy and industry.

Route to justice for the severest environmental harms

Ecocide law provides a route to justice for the worst harms inflicted upon the living world in times of both peace and conflict, whenever and wherever they are committed.

International Criminal Court

While we wholeheartedly support ecocide legislation at national and regional levels, our work aims ultimately to support recognition of ecocide as a standalone crime in the Rome Statute of the International Criminal Court. 

At present, the Statute lists four crimes: Genocide, Crimes Against Humanity, War Crimes and the Crime of Aggression. The Statute can be amended to include a fifth crime of Ecocide.
