Iraqi Christians flee after Isis issue Mosul ultimatum

Iraqi Christians are fleeing Mosul after Islamist militants threatened to kill them unless they converted to Islam or paid a "protection tax".

A statement issued by the Islamic State in Iraq and the Levant (Isis) was read out at the city's mosques.

It called on Christians to comply by midday on Saturday or face death if they did not leave the northern city.

Isis has control of large parts of Syria and Iraq and said last month it was creating an Islamic caliphate.

The ultimatum cited a historic contract known as "dhimma," under which non-Muslims in Islamic societies who refuse to convert are offered protection if they pay a fee, called a "jizya".

"We offer them three choices: Islam; the dhimma contract - involving payment of jizya; if they refuse this they will have nothing but the sword," the Isis statement said....READ MORE

ATFP Panel on Israeli-Palestinian War in a New Regional Landscape... & a firm call for an immediate ceasefire

A breath of fresh air!  Four very bright, compassionate, aware, and wonderfully articulate individuals brave enough to be fully honest about Israel and Palestine and the vital importance of actually ending the Israel-Palestine conflict. 
  

Washington, DC, July 18 -- The American Task Force on Palestine (ATFP) yesterday held a policy briefing at the National Press Club in Washington on "Israeli-Palestinian War in a New Regional Landscape." 

The panel, entirely composed of ATFP experts, called for an immediate ceasefire and analyzed the hostilities and their political implications from several perspectives. The event was sponsored by ATFP Board Member Ameen Estaiteyeh.

 ATFP President Ziad J. Asali framed the overall issue, expressed deep concern at the human suffering and destruction, and reiterated the Task Force's commitment to peace and a two-state solution as the only way to avoid further such tragedies. 

ATFP Board Member, Prof. Saliba Sarsar of Monmouth University, examined the ethico-political aspects of the conflict and prospects for conflict resolution between Israel and the Palestinians.

 Ghaith Al-Omari, ATFP Executive Director, analyzed the political impact and implications on the Palestinians, Israel and Egypt. 

A broader regional perspective was provided by ATFP Senior Fellow Hussein Ibish. A lively Q&A session followed the presentations.

My letter to USAToday RE Palestine occupied by Islamism as much as Israel

UNRWA: More than 30,000 Gazans fled to shelters since Thursday ...Prior to the conflict, more than half of the Gaza Strip's 1.7 million inhabitants were classified as refugees, being forced from their original homes inside what is now Israel by Zionist forces in 1948.

Dear Editor,

I think Qanta Ahmed's op-ed "Palestine occupied by Islamism as much as Israel: Political Islamists push out legitimate Muslim groups and contribute to regional dysfunction" is brave, clear eyed... and a very good warning to any and all who are sincerely concerned about the very real plight of the Palestinians.

Deluged by tragic photographs of Palestinian children maimed and killed by Israeli bombs, it is easy to only feel blind rage towards Israel. The Israel-Palestine conflict has already been going on for more than half a century. Israel has been cruelly persecuting and impoverishing the native non-Jewish Palestinians. Israel wants as much land as it can grab, but Israel does not want the native non-Jewish population of that land because Israel is totally obsessed being being demographically "Jewish".  Palestinians object to that, and rightly so. Israel is flagrantly violating many international laws and universal human rights. Some Israeli writers and NGOs also object.

But for the United Nations and UNWRA keeping Palestinian refugees alive the Israel-Palestine conflict would most probably already be over by now, with one fully sovereign, economically strong, heavily defended Jews-preferred Israel still refusing to respect UN Resolution 194 from 1948- the Palestinian refugees right to return to original homes and lands to live in peace.

Islamists do quote fragments of international law, mainly in an attempt to take ownership of the Palestinian refugees right to return, but Islamists are not at all interested in respecting universal human rights or even the concept of international law. Their goal is not real freedom, justice, and jobs for the people of Palestine.  Their objection to Israel is not that Israel bases citizenship rights on a person's religion: Their objection is that they think Israel is the wrong religion. 

Israelis and Palestinians advocating and working towards a fully secular two state end to the Israel-Palestine conflict are compassionate realists who have figured out that the current status quo guarantees things will only get worse for the people of historic Palestine because as things are both religious tyrants and criminals benefiting from the Israel-Palestine conflict are flourishing. 

Compassionate realists understand the vital importance of golden rule thinking, the rule of fair and just laws, the crucial part that diplomacy plays in building a just and lasting peace, and the necessity of state building efforts for Palestine.  Palestinian survival is not guaranteed, no matter how furious everyone is at Israel.

ATFP Calls for De-Escalation between Israel and the Palestinians
July 8, 2014, Washington, DC -- The American Task Force on Palestine (ATFP) today called on Israel and the Palestinians to de-escalate as quickly as possible from an increasingly explosive situation and a moment of grave peril. Major airstrikes on Gaza have killed numerous Palestinians, reportedly including several children, today while another heavy barrage of rocket fire from Gaza was launched towards southern Israel, and at least one rocket being reportedly shot down over Tel Aviv. Today's violence comes in the context of tit-for-tat killings of, and attacks on, Israeli and Palestinian teenagers in Jerusalem, widespread tensions in the West Bank, and even growing unrest among Palestinian citizens of Israel.

ATFP called on all sides to demonstrate leadership and to take immediate and concrete actions to de-escalate the growing conflict and refrain from inflammatory rhetoric. ATFP urged all parties to consider the negative consequences of similar conflagrations in the past, and recall that they did not benefit either side, militarily or politically, but caused the deaths of countless innocent civilians, enormous destruction of property, and widespread and lasting misery. ATFP urged President Barack Obama and the rest of the international community to use their good offices to ensure that all prospects for resolving the crisis are fully explored.

Dear Editor,

It is not Israeli bombs that are negating the Abbas legacy- it is Islamist rockets... and, much as it pains me to admit this, it is also all who claim to be pro-Palestine who are not "totally committed to the vision of a two-state solution, normalization and peace with our neighbor — Israel.”

Islamists do not object to Israel because Israel has chosen to define citizenship by religion, thereby creating the largest, longest running refugee crisis in the world today... Islamists object to Israel because they want their brand of Islam to be the state sponsored religion benefiting from tax payer funds and "defended" by a formal air force that can pulverize an entire neighboring country in a blink.   Islamists seek solidarity and all the support and sympathy they can get in order to achieve their nefarious goal.

Israel is clearly in the wrong for impoverishing, persecuting, imprisoning and/or pushing the native non-Jewish men, women, and children of historic Palestine into forced exile and despair for the past 66 years. However two wrongs do not make a right: So far Palestinian violence has only convinced Israel to be more punitive towards Palestinians. The right to resist with armed resistance does not mean armed resistance is the right thing to do. 

Ending the Israel-Palestine conflict and all its many negative ramifications with a negotiated, just and lasting peace firmly based on fully respecting international law and universal human rights is the only way to actually end the conflict. Two fully secular sovereign states living side by side in security and dignity is a worthwhile goal for everyone's sake.

GENEVA (AFP) -- The UN aid agency for Palestinians on Tuesday described the damage wrought by Israel's air offensive on Gaza as "immense", with more than 500 homes razed.

"The level of human losses and destruction in Gaza is really immense," said UNWRA spokesman Sami Mshasha.

"According to our latest figure, we are talking about 174 killed and well over 1,100 injured. This number will increase. The numbers are increasing by hours," he told reporters.

"A good number of those killed and injured are women and children. That is a cause of concern for UNRWA," he added.

The death toll on Tuesday had risen to 192, according to local officials in Gaza.

Mshasha said that 560 homes had been totally destroyed, while thousands of buildings had suffered damage.

Mshasha said that 47 UNRWA facilities had also been damaged by bombing.

A total of 17,000 people had found refuge in 20 schools run by the UN agency, which has sent their GPS coordinates to Israeli authorities.

He called on the warring sides to respect UN buildings.

Israel on Tuesday announced it had accepted an Egyptian ceasefire plan after a week of bombing, but the move was rejected by the Palestinian Islamist movement Hamas which controls the territory and has fired a hail of rockets at Israel.

Without a halt to the fighting, Mshasha said, the risk of an Israeli ground assault on the enclave remains, raising the specter of even greater death and destruction.

In a separate statement, the International Committee of the Red Cross said the bombing had devastated Gaza's water supply.

"Hundreds of thousands of people in Gaza are now without water. Within days, the entire population of the Strip may be desperately short of water," said Jacques de Maio, who heads ICRC operations in Israel and the Palestinian territories.

"Water and electrical services are also affected as a result of the current hostilities. If they do not stop, the question is not if but when an already beleaguered population will face an acute water crisis," he said in a statement.

Fighting is also preventing technicians from carrying out essential repairs.

Following the deaths of several municipal water technicians, Gaza's water service provider has suspended all field operations until the safety of its staff can be guaranteed, the ICRC said.

"Gaza's water system has been deteriorating for years. The latest attacks are the last straw. Safe drinking water is becoming increasingly scarce in the Strip, just as temperatures are soaring," said ICRC water and sanitation expert Guillaume Pierrehumbert.

"Water is becoming contaminated and sewage is overflowing, bringing a serious risk of disease."

My letter to the NYTimes RE The Righteous Among the Gazans: A Palestinian Saved My Life By Nimrod Nir

Dear Editor,

It was good to see "The Righteous Among the Gazans: A Palestinian Saved My Life". I thought his op-ed was very noble, generous, and helpful, but for one very important point:  Nir tells readers that "Because governments are only as strong as the peoples’ support for them, the only way to end the bloodshed is to renew dialogue between the peoples rather than the leaders".  Reading that I can not help but think hmmm.... BEWARE: There have been decades of dialogue and gazillions of compassionate acts, as well as intelligent insights, but what is really needed right now to end the Israel-Palestine conflict is full respect for international law and universal human rights.

Government leadership as well as religious leadership most certainly do have huge influence on how many people think, in many ways. Both official speeches and informal sermons provide talking points as well as a tone. Laws passed as well as policies promoted shape everyday life for the people being governed, and for their neighbors. Governments dominated by religious fanatics, demographically obsessed bigots and war mongers can be very powerful, and such a government can easily force all citizens to pay homage as well as tax money to a preferred official religion, which in turn perpetuates and empowers a government dominated by religious fanatics plus their favorite cronies. The rule of fair and just laws suffers, and so do many innocent people who have no way to escape, and very little chance of being heard.

Furthermore, when it comes to the Israel-Palestine conflict, Israelis and Palestinians are not the only ones involved shaping the conversation. World wide people who know about the Israel-Palestine conflict tend to be vehemently either pro-Israel or pro-Palestine. Money is made, books are sold, charities fund raise, and now with the internet web sites can get ad dollars plus donations, and echo chambers totally exasperate hostilities as angst, rage, righteous indignation and organized campaigns on all sides inspire and influence various people in various ways. 

Here in America people can't even agree on it being tit-for tat, or one state or two. Given more time left unresolved there will only be more points to argue about, with more shame blame and bully tweets, posts, diatribes and rants polluting the conversation at every turn. 

I am hoping that an upcoming American Task Force on Palestine press briefing helps generate a more civilized and compassionate public dialogue here in America, with a firm focus on the bigger picture, political realities, international law, and the vital importance of ending the Israel-Palestine conflict ASAP with a Palestinian state living alongside Israel in peace, security and dignity.

Letter writer Eric Rozenman concludes that the Palestinian "celebration" of the killing of three Israeli teenagers last month is noteworthy because Israeli Prime Minister Benjamin Netanyahu quickly announced his regrets and said the perpetrators would be brought to justice ("Sun offers false equivalence between Israelis and Palestinians," July 11).

Further, Mr. Rozenman concludes that the Arab rejection of a "two-state solution" over the last several years is evidence that the Palestinians would rather engage in conflict than have peace.
I have read many versions of this same story over the last 30 years. Kill or be killed is often the theme in American newspapers. The real reasons for the conflict are not addressed.

How many commentators and analysts have been "on the ground" to evaluate the basis for this long-standing conflict between the Israelis and Palestinians? How many have witnessed the humiliation, not just of Palestinians, but Israeli Arabs? There are many reasons for conflict, but unemployment in Palestine and the struggling economy there are major factors.

In the early 1990s, as a research scientist working at the U.S. Department of Agriculture, I was asked to join a project designed to provide new employment opportunities for the Palestinians in Gaza. Governance of Gaza had just been turned over to the Palestinians. In cooperation with Israeli scientists, the Foreign Agricultural Service of the USDA, the Department of State, an Israeli ornamental plant grower and the assistance of the American Embassy in Tel Aviv, I went to Gaza and identified growers who would participate in the project.

At the expense of the Palestinians, a new greenhouse was constructed in Gaza, where a new and improved flower bulb crop was introduced. In the second year of production several thousand cut flowers were sent to the international flower auction in the Netherlands where they brought the highest price ever received for this crop at the Dutch auction. Although there were plans to introduce additional flower and other horticultural crops for production in Gaza, the program was canceled at the beginning of the Second Intifada.

An improved economy based on agriculture will improve the lives of Palestinians. There are more than 1.5 million residents of Gaza where there is 40 percent unemployment and the majority of the population is under sixteen years of age.

Unemployed people see no future and thrive on conflict. At one time, many Palestinians were employed in Israel. But as the conflict recurred, those employment opportunities were closed. Gaza produces not only flowers, but fruits and vegetables. Delays in shipment through Israel at the border have often resulted in ruined crops that are unsuitable for export.

There are many reasons for the current outbreak of violence, but if there is ever to be peace there must be a recognition that Palestinians have a right to develop an agricultural economy without the current restrictions. Border inspections of Gaza produce or allowing third-party inspection of products at the point of production are feasible solutions. Under the current state of affairs everyone loses.

I have been to Gaza three times and have had cooperative research projects with Israeli scientists on a range of subjects over the years. Headlines of blame stoked by "experts" who have never been on the ground there will continue to exacerbate the conflict. If that continues there will never be peace.

The current round of fighting between Israel and Hamas feels utterly, totally pointless. Yet according to Hussein Ibish, a Senior Fellow at the American Task Force on Palestine and one of the most respected voices in on the Israel-Palestine conflict in Washington, both sides are playing a deeper strategic game.

Israel is fighting only for appearances, says Ibish: it already struck a major blow against Hamas when, under the pretext of searching for kidnapped boys it already knew were dead, it arrested hundreds of leading Hamas operatives in the West Bank. Meanwhile, Ibish thinks Hamas knows it can't beat Israel or extract major concessions, and is fighting to try to pressure Egypt into giving it a freer border and more money.

This theory came up during a conversation between myself and Ibish on broader issues surrounding the Israeli-Palestinian conflict. What follows is a transcript of the relevant portion of the conversation, edited for length and clarity. Zack Beauchamp: What do you think the effect of the current round of the fighting will be on the unity deal?

Hussein Ibish: That we don't know for sure. Hamas has been desperately trying to get out of this morass that it's found itself in; it really feels trapped and desperate. And they tried to foment trouble in the West Bank, and it didn't succeed. They didn't get anything out of the unity agreement, so it's falling back on what it knows sometimes gets results — which is rocket attacks.

What they are hoping for, this time, is concessions not from Ramallah or from Tel Aviv, but from Cairo, Egypt. I don't think that most people understand that — it's all about Egypt.

What Hamas can get can only come from Egypt. From Israel, they're demanding the release of prisoners that were part of the shahid squad [a Hamas military group] that was arrested when Israel was pretending they didn't know the teenagers were dead. Israel tracked them down and dealt Hamas a serious blow. Which is why Netanyahu isn't so interested in getting into an artillery/aerial exchange with Hamas — the Israelis frontloaded their retribution. It was all done in the West Bank, before the bodies were found.

ZB: I hadn't appreciated the degree to which the Israeli incursion before the bodies were found was effective.

HI: It was a massive, crushing blow against Hamas in the West Bank. They got a lot of their people arrested, a lot of their cells disrupted.

They had the phone call. They already knew the kids were dead. But how do you explain to the Israeli public — look, we already did it?

ZB: Back to Egypt. What does Hamas want from Cairo?

They're hoping to get Rafah [the border crossing between Gaza and Egypt] open, and they're hoping to get the Egyptians to allow the transfer of Qatari and other money, which the Egyptians have been blocking.

In order to do that, I think they're kind of playing on Egyptian public sympathy. Because the Egyptian government is not in any particular mood to charge to the rescue of Hamas, the Muslim Brotherhood of Palestine. No way. However, Egyptian public opinion has been highly affected — as has public opinion all over the world — by these terrible images of innocent people being killed in Gaza. The context is much less important than the fact that it's happening, and Israel is doing it.

Basically, the sole purpose of this war with Israel is to force Egypt to change its policies. That's what it's about.

GENEVA (Reuters) - Lebanon is at risk of crumbling as a state under the burden of 1.1 million Syrian refugees and foreign donors must make good on pledges of support to help it survive the crisis, the top U.N. official in the small coastal country warned on Monday.

Political and religious leaders in Lebanon, both Sunni and Shi'ite Muslim, so far have kept a lid on growing tensions but donor nations have not honored aid commitments, said Ross Mountain, the U.N. resident and humanitarian coordinator. 

"This is no longer just a humanitarian emergency," said Mountain. "It is what the former president (Michel Suleiman) described as an existential crisis for Lebanon. It's about the security of the country, the stability of the country and I would suggest what happens in Lebanon will affect the region."

Over 1.12 million refugees from Syria's civil war next door have registered in Lebanon, accounting for one-quarter of its population and exacerbating a severe water shortage, Mountain said. The influx is expected to reach 1.5 million by year-end.

"We fear (tensions) will expand even further and not only result in Syrian-Lebanese interactions but also unfortunately raise the specter of Lebanese-Lebanese inter-sectarian problems," Mountain told a news briefing in Geneva.

Syria's Sunni-Shi'ite sectarian divisions are largely mirrored in Lebanon, where civil war raged from 1975 to 1990. 

Lebanese authorities have acknowledged the crisis, with the social affairs minister saying last week that the country faced political and economic collapse as the number of refugees threaten to exceed a third of the population. 

"NOT AN EARLY WARNING"

The Middle East, reeling from crises in Syria, Iraq and now Gaza, does not need Lebanon to be mired in another civil war, he said. "If in our business it's important to talk about early warning, it's not early but I'm warning." 

Yet donors have only contributed $500 million towards a $1.6 billion appeal for aid progams in Lebanon this year, he said.

"It certainly hinges on money but doesn't only hinge on money. While there have been a number of security incidents linked to extremists, some bombings a couple of months ago and the rise of ISIS, the good news at the moment is that the Lebanese security forces have been effective in limiting that."

ISIS - Islamic State in Iraq and the Levant - is an Islamist militant force in control of wide tracts of eastern Syria and adjacent northern Iraq. It recently shortened its name to Islamic State and, seeking to rewrite the Middle East map, has declared a mediaeval-style caliphate in the region it holds.
