The UN model: a dismantled civilian aid system
Under the UN model, international aid agencies like the World Food Programme (WFP) and the UN’s Relief and Works Agency (UNRWA) distribute aid through a UN-coordinated delivery mechanism featuring around 400 locations across Gaza.
This system functions when a sufficient supply of aid is permitted into Gaza, and routes are well guarded by local police. By restricting aid flows, permitting looting in military zones, and attacking police and distribution centres, Israel is pushing this system towards a planned collapse.
From October 2023 to October 2024, FA documented over 322 Israeli attacks on food warehouses and distribution infrastructure, aid personnel, and civilians seeking aid, as well as 22 attacks on convoys of trucks transporting aid. By 27 June 2025, UNRWA recorded 876 incidents affecting 311 UNRWA installations across Gaza, including warehouses, aid distribution points, and guesthouses.
