The Evolving Infrastructure of Palestinian Refugee Camps: Perpetuating the Temporary

UNRWA's Shelter Program

Broadly speaking, three types of camps existed in the 1950s: camps that evolved by refugees' efforts alone, camps where UNRWA replaced tents with huts or shelters or assisted refugees in this undertaking, and camps built fully by UNRWA. By 1955 UNRWA's approach moved from ad hoc to a more organized shelter program, the main objective of which was to replace tents with shelters in existing camps. By 1959 most tents were replaced with concrete huts. UNRWA shelters in all locations were based on a generic model: a small hut on a relatively large plot to which the family could add rooms and amenities as they found necessary and could afford. According to UNRWA, camps inhabitants generally built a kitchen, latrine, and additional living room as soon as they could, followed by a wall to enclose the plot.

The second objective of the shelter program was to provide grants of materials or money to encourage camp inhabitants to construct their own shelters, often presented as self-help. The practices, however, varied greatly. On the West Bank, East Bank , and in Gaza, UNRWA contractors constructed a large number of shelters. In Lebanon, UNRWA mostly distributed roofing material to refugees who constructed their own shelters. In Syria, it distributed roofing grants and cash grants to refugees, with parallel grants from the Syrian government.

The third objective of the shelter program was to build new camps. One central aim of camps was to bring order, low population density, and improved hygiene to the site. The layout plan (reproduced below) included twin shelters (black squares) with adjoining plots (white squares). There were specific zones for shelters, water sources, latrines, and open spaces and for installations like schools, clinics, and centers, connected by a system of circular roads.

Despite the disciplinary powers of both UNRWA and the host state, the refugees' own agencies imprinted their own meaning on the space and meaning of the camps. In some camp quarters, refugees reconstructed the pattern of organization in their lost village in Palestine. Settling in such microclusters helped establish belonging, familiarity, and security. Camps symbolized loss and defeat but became a powerful field to organize and express national identity and sentiment.

UNRWA established camp regulations, and one aim was to regulate refugees' building. In this undertaking, it relied on host country enforcement. Lebanon placed the most restrictions on refugee construction and refugees, but the degree of host country involvement varied. By the 1960s, UNRWA reported that camps were already overcrowded and in need of repair and maintenance. Shelters and camps had been built at low standards, and refugees' needs were higher than could be met by UNRWA, which was strained by limited funds and refugee and host country attitudes, both...  Dear America,

I do not know why Zionism went so wrong- but it did. Maybe it was mental illness, maybe it was greed, but maybe does not matter as much as the actual facts, and the fact is that it did, and it must stop.

It is not just the intentional starvation of children trapped and tortured in Gaza right now as Israel bombs Palestinian refugee camps, homes, businesses and farms- ALL Israeli injustice and bigotry must stop.

Israel is in the wrong. It is in long term and flagrant violation of international law and the Palestinians basic human rights, including but not limited to every refugees' inalienable right to return to original homes and lands.

At a time when the rest of the world was figuring out how to give full and equal rights to all people regardless of their race, religion, or gender, Israel set out to systemically push the native non-Jewish Palestinians (including many Christians) into poverty and forced exile, a dastardly pattern that continues to this day.

Rather than shun and scorn Israel for violating international law, Western countries have wasted decades funding and arming militant Israel with a massive arsenal of weaponry including jet fighters as Israel steals lands, rights, and peace from the native non-Jewish people of historic Palestine, Lebanon, Syria, and Jordan. 

Shame on both our mainstream media and our politicians for trusting Zionism and the Zionist entity's sophisticated disinformation campaigns, PR tricks, and manipulative spin on every story. 

In her old age, Helen Thomas- an intrepid American reporter- was castigated, demonized, and rejected for daring to suggest that Israelis should go back to where they came from, but she understood more than most Americans know: Worldwide Jewish Israelis moved into Palestine, and even today armed Jewish Americans continue to move into the illegally occupied territories, harassing and hating the Palestinians because Palestinians refuse to disappear.

Many Israelis have full citizenship, freedom, respect, job opportunities, and security in multiple countries, whereas far too many Palestinians have no citizenship, no rights, freedoms, respect, job opportunities, or security in the land of their birth or elsewhere. 

Today's Israel is a dangerous delusion, beloved by many who would rather profit emotionally and/or financially from arming religious tyranny, injustice, and endlessly escalating war.

Zionists have been pressuring America to de-fund and destroy The United Nations. Already American funds have been cut from UNWRA the U.N. agency that helps feed and educate Palestinian refugees, and America has withdrawn from UNESCO the U.N. educational, scientific and cultural organization. 

Meanwhile China is gathering soft power, building roads and BYD electric cars and cellphones that people worldwide are turning towards so as to steer away from American and Israeli-made products and services.

Airdropping aid is a PR trick and dangerous distraction- it is not a good way to get food to starving children in Gaza... What’s needed is safe access by road. Let aid in through the UN, including UNRWA: "Opening all the crossings and flooding Gaza with assistance is the only way to avert further deepening of starvation among the people of Gaza. What’s needed is at least 500/600 trucks of basics every day."

The US assault on free speech is not going to end with Mahmoud Khalil - Arwa Mahdawi in The Guardian: "It’s 2027 and you’re doom-scrolling in your apartment while eating a single egg for dinner. The significance of the Trump administration’s arrest and threat to deport the Palestinian activist cannot be overstated

First, they came for Mahmoud Khalil

It’s 2027 and you’re doom-scrolling in your apartment while eating a single egg for dinner. (Eggs are now $30 a dozen.) You fire off a few angry tweets about abortion rights and go to bed. In the middle of the night armed police break down your door and arrest you for destabilizing the security of the state. You are detained and then – if you hold citizenship elsewhere – deported.

Not so long that sort of scenario happening in the US, where the first amendment protects free speech, would have been implausible. Now, however? It’s creeping closer. As I write this, the Columbia University graduate Mahmoud Khalil is in immigration detention after being arrested and marked for deportation because of his pro-Palestinian activism.

Green card holders can normally only be stripped of their immigration status if they have been convicted of a crime, which Khalil has not. But the Trump administration is rooting around to find any possible excuse to deport Khalil and make an example of him. Earlier this week, Donald Trump called Khalil’s arrest the first “of many to come”, and said he would deport students he said engage in “pro-terrorist, antisemitic, anti-American activity”. And let’s be very clear here: doing anything in support of Palestinians – or simply existing as a Palestinian – seems enough to count as being “pro-terrorist, antisemitic, [and] anti-American” for Trump, who has repeatedly used the word “Palestinian” as a slur.

Criticizing Israel is not Anti-Semitic. Calling for respect for human rights and the rule of fair and just laws is not Anti-Semitic. Countering the poisonous propaganda of a very foreign rogue nation state that interferes with our elections and our free speech is not Anti-Semitic... Americans should not be funding, arming, and/or excusing Israel in any way, shape, or form.

Dear America (letter I just sent to my elected officials),

If you want to fight Anti-Semitism, the first step has to be realizing that Israel of 1948 claims to be Jewish, but it is not actually Jewish and never has been: Don't confuse the nice Jewish people you personally know with the political entity called Israel.

Israel of 1948 is many things, but first and foremost Israel of 1948 is a land hungry war machine, a violently racist nation, and a political process aimed at disparaging and displacing indigenous Palestinian men, women and children who speak the Semitic language called Arabic. 

Every Palestinian in Gaza and the West Bank and Israel, and every descendant of exiled Palestinian refugees worldwide is in fact a spiritual and rightful citizen of the land "between the river and the sea" which is currently called Israel and the OPT (occupied territories.)

Modern man-made Israel wants the land but not the native non-Jewish people of that land- the Palestinians. Israel's state sponsored terrorism intentionally targets and destroys Palestinian refugee camps, schools, and homes... Our post-Nazi Holocaust world has words for that, and laws to prevent such ethnic cleansing and/or genocide.

Criticizing Israel is not Anti-Semitic. Calling for respect for human rights and the rule of fair and just laws is not Anti-Semitic.

Please no more funds, weaponry, and support for war mongering Israel

Dear President Biden.. etc...

Anne Frank  & the Holocaust have been expropriated, abused & misused for decades to build anti-Arab, anti-Muslim, Anti-Palestine, anti-Iran armies of hate here in America.

Israel bombing Iran's embassy in Syria was wrong & should have been firmly condemned with ironclad disgust, not greeted with ironclad support for Israel.

Your support for Israel as "Jewish" shows people worldwide that arming religion with lethal weaponry is the best way to gain power: Please stop fueling religious extremism & bigotry here, there and everywhere.

Israel is in long term & flagrant violation of international law on multiple counts.  Israel constantly seeks to control the narrative- the stories told in our newspapers and on our college campuses, to manipulate our elected leaders on all levels in order to gather up more money & weaponry for an endlessly cruel war on the native-non-Jewish people of the Middle East and beyond.

Many Israelis have multiple passports with citizenship & job opportunities in multiple sovereign nations. Helen Thomas, an amazing American hero to many, a trail blazer in journalism, was demonized in 2010 for daring to say that Jews should leave Israel to the Palestinians and return to "Europe, Russia and America".  Was she really that wrong?  Mileikowsky's family was from Russia, and he was a nobody in Philadelphia, but sure is a big fish in Israel as he bombs Gaza into ruin and rubble. 

Israeli crusaders recently convinced our myopic Congress to stop funding UNWRA while terrorized Palestinian children starve to death in that Israeli-created concentration camp called Gaza. 

I believe land grabbing Israel aims to destroy the United Nations- not just sabotaging respect for every refugee's inalienable right to return, but also totally crippling the rule of fair and just laws.   

Universal basic human rights matter, and so does hope for a just and lasting peace based on the ruby red slippers of the Right to Return to original homes and lands.

Where, after all, do universal human rights begin?

The UN Mediator for Palestine, Count Folke Bernadotte, believed that the Palestinians displaced had a right to return to their homes and wrote several UN reports to that effect.

"It would be an offence against the principles of elemental justice if these innocent victims of the conflict were denied the right to return to their homes while Jewish immigrants flow into Palestine, and, indeed, at least offer the threat of permanent replacement of the Arab refugees who have been rooted in the land for centuries."
