In 1948, with war raging in Palestine, Harry Truman found himself trapped.

On one side were Zionist lobbyists and the president’s domestic political advisers, who were urging him to support the establishment of a Jewish state in as much of Palestine as possible. On the other were his top foreign policy and national security officials, led by the secretary of state, George C Marshall. Their unanimous recommendation was to prevent the establishment of a Jewish state, which they believed would trigger war in the Middle East and endanger the future of US relations with the Arab and Muslim world.

With the exception perhaps of George Washington, no diplomatic or military leader in American history had a reputation for patriotic virtue and skilled devotion to duty comparable to that of Marshall. Truman was in awe of the secretary of state, who, as chief of staff of the US armed forces, had been hailed by Winston Churchill as “the true organizer of victory” in the second world war. After the war, it had been Marshall who launched the plan named after him to rebuild Europe.

In the mid-1940s, Marshall pushed quietly but steadily against the Zionist movement’s proposals to establish a Jewish state in Palestine. He was concerned that American support would open opportunities for the Soviet Union to exploit Arab anger, put Middle Eastern oil supplies at risk in the event of a war between the Soviet Union and the United States, and require the deployment of unavailable American troops to prevent bloodshed and instability in Palestine. These were, indeed, the strongly held views of virtually all of Truman’s most important military and foreign policy advisers.

Israel is spending wads of cash on public diplomacy in a desperate attempt to reverse waning American support for the country after it stands accused of genocide in Gaza and pushing the U.S. into the Iran war.

Since Oct. 7, Israel has spent over a billion dollars on global “hasbara” — television appearances, social media campaigns, chat-bot training, and other efforts to influence how people think about Israel. And this “public diplomacy” budget more than quadrupled in the last year alone.

To understand these efforts to win back American hearts and minds, we welcomed Quincy Institute Research Fellow Nick Cleveland-Stout to the latest episode of Always at War. Nick’s latest research is the most-definitive accounting yet of Israel’s new approach to winning over American’s hearts and minds.

Nick’s findings surface a surprising development in Israel’s influence efforts: while the country used to rely almost exclusively on wealthy, sympathetic advocates tilting the policy process toward Israel’s interest via American lobbying groups like AIPAC, Israel has recently been forced to hire U.S. contractors and firms that have to register as foreign agents under FARA.

While the transition signals Israel’s increasing desperation, it also allows us to see who Israel is hiring and for what. Take for example, Trump’s former campaign manager Brad Parscale, who is currently the proud holder of three of Israel’s largest contracts. His main gig: running a mass texting campaign on behalf of Israel while posing as mysterious “peace” groups like “Allies for Peace.” Or, to take another example, the public diplomacy group Targeted Communications Global, which has spent nearly $10 million to run ads on places like X, the Daily Caller, and Breitbart. It turns out, Israel is more worried about maintaining their right-leaning supporters.

But perhaps the most shocking revelation is just how much time and money Tel Aviv is spending on “training” our chat bots — think Claude, ChatGPT, or Grok. The Israeli government is actually paying for “LLM poisoning” — developing pro-Israel websites that feed information to these chatbots whenever they’re asked about Israel. The apparent goal is that, when you ask about a straightforward incident — like Hind Rajab’s murder by the IDF — the chatbot will feed you a “he-said, she-said” story that features Israel’s justifications for shooting a five-year old, not a straight, factual accounting of events... For over two years, a coordinated campaign to dismantle UNRWA has reached unseen levels, using disinformation as a weapon. 
 
One major myth is that UNRWA maintains #Palestine Refugees in a refugee limbo. 
 
The truth is that, wherever they are, refugees remain refugees in the absence of just and lasting political solutions to their plight. 
 
Dismantling UNRWA will not end the refugee status of Palestinians in the absence of a political solution. 
 
Those who would pay the price are the most destitute among the Palestine Refugees: those refugees living in the camps and having no alternative but UNRWA for basic services such as education and healthcare. 
 
Their only alternative is a genuine investment in peace and in future empowered and capacitated Palestinian institutions.

When we study historical atrocities—the worst crimes committed against human beings—they often raise haunting questions about the people of that era: How could they allow such horrors to happen? We reassure ourselves by saying they did not know, or did not know any better, and promise that we would never allow that to happen. Never again.

And yet, the world, and our generation, has watched one of the most well-documented genocides unfold, live-streamed on our devices for two years. We have seen Gaza become a wasteland, parents digging desperately through rubble, hospitals left in ruins, and the mass slaughter of children—what UNICEF describes as a “classroom of children killed, every day,” by Israel.

As of this writing, Israel’s killing in Gaza continues with the full global awareness and the support the world’s most powerful nations. We have seen the daily horrors from Gaza because of the immense resilience of Palestinian journalists, who paid with their lives to show the reality on the ground.

As Israel barred foreign press from entering Gaza, media workers in the field became the central source for what was happening.

Forced to record their own genocide, Palestinian journalists became targets themselves. Where they exemplified the highest ideals of their profession, many of their Western counterparts—and especially the institutions behind them—have utterly failed. It is the media institutions themselves, bound to political power and economic incentives, that bear the most responsibility.

Certainly, not all journalists share the blame—many of which protested, resigned, and tried to do their jobs under challenging conditions—but the betrayal lies with the systems that they work within.

Complicity

Rather than seeking truth and minimising harm, Western media often acted as stenographers for the narratives of powerful governments, particularly Israel and the US. Instead of interrogating official claims, even as Israel carried out mass killing, starvation, and destruction in Gaza, mainstream media echoed their language—speaking of “collateral damage” and “targeting Hamas”—and repeated government talking points with little scrutiny.

Time and again, headlines obscured the perpetrator of attacks, downplayed Palestinian suffering, and cast doubt on Palestinian sources, while validating Israel’s attacks on hospitals, homes and schools by saying they were “targeting Hamas.” In doing so, Western media helped to whitewash Israel’s crimes and the complicity of its allies.

But perhaps the gravest offence is the refusal to call what it happening by its name: genocide.

Just days into Israel’s assault on Gaza, Israeli scholar and genocide expert Raz Segal called it a “textbook case of genocide.” Segal was not only looking at Israel’s initial actions—like a complete blockade and carpet bombing a dense-civilian population in a strip of land the size of Philadelphia—but also listening to the explicit statements of Israeli officials.

Referring to the 1948 UN Genocide Convention, Segal stressed that “intent to destroy a group is defined as racial, ethnic, religious or national as such that is collectively, not just individuals. And this intent, as we just heard, is on full display by Israeli politicians and army officers.” His warnings received little coverage in legacy media and the language of genocide was largely overlooked in the early months of reporting.... US marketing companies are helping to rebrand the genocide in Gaza: Reports say PR teams are busy rewriting history in real time – not that the American media needs the help.

If a tree falls in a forest and no one is around to hear it, does it make a sound?

You’ve heard that one before, but here’s a new version of the thought experiment: if a genocide takes place but you prevent foreign journalists from observing it, kill the key witnesses and spend hundreds of millions of dollars on propaganda, then will anyone care?

Israel’s far-right government, and its many allies in the US, are betting the answer to that question is “no”. As I write this, Israel is razing Gaza City to the ground in the latest stage of what many respected international human rights organizations and scholars have called a genocide. There aren’t as many images coming out of Gaza City as there should be because the Israeli military is still not allowing foreign reporters free access to Gaza and has murdered many of the journalists in the ground. In August, Al Jazeera’s team in Gaza City were deliberately targeted by Israel.

Nature abhors a vacuum, but propagandists love it. As Gaza burns and information coming out of the strip is deliberately limited, highly paid marketers and PR people in multinational firms are busy rewriting history in real time. Earlier this month, Drop Site News, which has done essential work on Gaza, reported that an American polling firm called Stagwell Global, founded by Mark Penn, was commissioned by Israel’s ministry of foreign affairs to rehabilitate Israel’s global image. Penn, for the uninitiated, is a pollster who facilitated Bill Clinton’s re-election in 1996 and then helped Hillary Clinton lose to Barack Obama in the 2008 primaries with a combination of hubris and racist stereotyping. “The right knows Obama is unelectable except perhaps against Attila the Hun,” Penn wrote in a Clinton campaign memo. He also proposed characterizing Obama as un-American. (Stagwell told Adweek the work in Israel was run by a “small team” and that its agencies work “across the political and issue spectrum”. Last week, a spokesperson told PRWeek the work was a “defined project with a specific brief” that had now concluded.)

Per Drop Site, the report from Penn’s firm apparently assessed that Israel has a good chance of making people forget about that nasty little genocide business if they stoke fear of “Radical Islam” and “Jihadism”...
