Calculated deception: How Israel uses diplomacy to buy time for Gaza’s destruction

Displaced Palestinian families try to survive under challenging conditions amidst the rubble of destroyed buildings following Israeli attacks in Beit Lahia, northern Gaza Strip, Palestine on August 03, 2026. [Abdalhkem Abu Riash – Anadolu Agency]

  • Last week’s mass funeral of 112 people—including 44 children from two closely related extended families—was not a new tragedy; it was the agonising, delayed accounting of a crime committed nearly three years ago. The victims, all belonging to the Abu Sharia and Al-Hassayna clans, lived in adjacent residential blocks in Gaza City’s Sabra neighbourhood when Israeli airstrikes flattened their homes on 22nd and 23rd November 2023. Entire bloodlines were wiped out in an instant: at least three generations—grandparents, fathers, mothers, siblings, children, and infants—buried side-by-side. Their bodies, recovered only recently from under the rubble after a 17-day excavation or identified from temporary mass graves amid the relentless siege, were finally laid to rest.

This grim scene serves as a harrowing microcosm of Israel’s war on Gaza: a war that not only slaughters entire bloodlines in single strokes of industrial scale of violence, but meticulously ensures that even the dead are denied dignity, safety, or immediate peace.

On paper, Gaza was supposed to be entering a period of quiet following the ceasefire framework announced in October 2025. In reality, peace never arrived. Israeli forces have continued an unrelenting barrage of airstrikes across the enclave, killing over 1,200 Palestinians—including more than 300 children—and injuring nearly 4,000 others since the agreement was signed. With over 90 percent of Gaza’s population long since uprooted, families are squeezed into ever-shrinking pockets of coastal sand dunes and makeshift tent encampments. Yet even these rudimentary canvas shelters are not spared: the Israeli military routinely strikes these designated “safe zones,” targeting displaced civilians in their sleep.

The double standard of Israeli diplomacy has been laid bare once again by Prime Minister Benjamin Netanyahu’s explicit rejection of the US-backed 15-point peace plan for Gaza. Unveiled by Donald Trump’s Board of Peace as part of a framework to transition Gaza toward Palestinian administration and eventual self-determination... Israel must let UNRWA aid into Gaza ... UNRWA has food, shelter, medical and other essential supplies outside of Gaza - enough to reach hundreds of thousands of people facing the harsh winter. This aid has been blocked by Israeli Authorities since March. Refusing to let it in is a choice – one that deprives people inside Gaza of the means to survive and recover. UNRWA's 12,000 team members are working tirelessly inside Gaza... But letting the blocked aid in would enable them to multiply their operations massively.

‘My heart is broken’: Palestinians begin searching the Gaza rubble for their dead. Using manual tools and their bare hands, people start the immense task of trying to find their loved ones’ remains

Ghali Khadr spent two days pleading with his parents to flee with him to southern Gaza, warning them that it was too dangerous to stay. His father, known for being stubborn, refused. Their argument was never finished – an Israeli airstrike hit his father’s home, burying his parents beneath the rubble.

On Sunday, two days after the ceasefire was announced, Khadr returned to search through the ruins of his parents’ home. He spent the day sifting through shattered concrete and twisted metal for any sign of them. All he managed to find were some shards of their skulls and parts of their hands.

“My father, a retired ambulance driver, was known for his strong will and patience. He did not know fear and was always optimistic,” said Khadr, 40, of Jabaliya in northern Gaza.

Khadr took the remains of his parents to the graveyard, but found that it too had been destroyed. He decided to bury them next to the few graves that were still intact.

Like Khadr, thousands of Palestinians have returned to northern Gaza since Friday’s ceasefire with a grim task ahead of them: searching for loved ones killed weeks or months earlier in Israeli airstrikes and whose bodies are buried under the rubble.

Gaza’s civil defence agency estimates that the bodies of about 10,000 people are trapped under the debris and collapsed buildings. The halt in the fighting has given the ambulance service the chance to finally start the search for the dead and give their families a chance at closure.

The task ahead of the rescuers is immense given an estimated 60m tonnes of rubble across the territory.

Most roads have been destroyed or blocked by debris. Civil defence workers are short of heavy equipment and have to use pickaxes and sledgehammers to break through collapsed buildings. Rescue crews have to move slowly. The debris is also full of unexploded bombs and ordnance.

"Beyond Gaza, in the occupied West Bank, the Israeli military and armed settlers are inflicting appalling violence on Palestinians – annexation is now a declared political objective. UNRWA Commissioner-General Philippe Lazzarini ..."UNRWA must be allowed to deliver aid and reverse the man-made famine in Gaza."

In #Gaza, “health staff, journalists and humanitarian workers have been killed at a scale never seen in any other conflict in recent history.

All is happening with impunity, to the extent that recent atrocities were referred to as "mishaps" and famine continues to be denied.

It’s time for action, courage and political will to end this hell on earth.”

Statement of Philippe Lazzarini, Commissioner-General of UNRWA at the 164th Session of the League of Arab States Council at the Ministerial Level

    Cairo

    Mr. Chair,

Secretary-General of the League of Arab States,

    Excellencies,

Last year, I told you that Gaza was a place that horrified even the most seasoned humanitarians.

That it had become a wasteland, unfit for human life.

Today, the situation is immeasurably worse.

Months of warnings have fallen on deaf ears.

A man-made famine is confirmed in Gaza Governorate and is expected to spread rapidly.

This is the direct and predictable result of a siege; and of deliberately constraining principled humanitarian organisations – including UNRWA – in favor of a mechanism that militarizes and weaponizes food assistance.

Gaza’s  population must now choose between dying of starvation or being killed in a desperate attempt to find food.

If this were not enough, forced displacement continues, and a full military occupation looms.

Journalists are targeted and killed to silence the last voices reporting on international crimes.

Beyond Gaza, in the occupied West Bank, the Israeli military and armed settlers are inflicting appalling violence on Palestinians – annexation is now a declared political objective.

The world’s indifference and inaction are shocking; amount to complicity; and compromise the stability of the entire region.

    Excellencies,

The immense suffering of Palestinians is compounded by the physical, political, and legislative attacks against UNRWA.

In Gaza, more than 360 UNRWA personnel have been killed.

Most of our premises have been damaged or destroyed.

We are prevented by Israeli legislation from having international staff in the occupied Palestinian territory.

A fierce, global disinformation campaign has tarnished the Agency’s reputation and strangled funding for our vital work.

In this exceptionally hostile environment, the extraordinary courage and dedication of our Palestinian colleagues, allows UNRWA to continue delivering critical services, including healthcare and education:

    • In Gaza, we have provided 1.5 million medical consultations since the breakdown of the ceasefire in March, and remain the largest provider of nutrition screening and treatment.

    • In the West Bank, our health clinics and schools continue to operate, except for six schools in occupied East Jerusalem, which were forcibly closed by the Israeli authorities.

Although we continue to operate, UNRWA’s financial situation is disastrous.

Austerity measures and strict cashflow management will allow us to pay salaries in September, but the financial outlook for the rest of 2025 remains uncertain.

Unlike in previous years, the projected income for early 2026 is too low to absorb any deficit.

    Excellencies,

This dire situation caused Secretary-General Guterres to request a strategic assessment of the impact and exercise of UNRWA’s mandate.

Its objective is to protect the rights of Palestine Refugees amid immense pressures – an objective that all of us here share.

The assessment is a tool for navigating a complex predicament.

It underscores UNRWA’s value and provides an opportunity for States to take bold and decisive action to reconcile UNRWA’s mandate with its financial resources.

Without action, Palestine Refugees will be condemned to the inevitable and painful unraveling of essential services.

    Excellencies,

I would like to conclude with three appeals:

First, I call on Arab States to demonstrate solidarity with UNRWA through not only political support but also robust financial support.

This year, financial contributions from the region amount to just 3% of all contributions received by the Agency – a drop of more than 90% compared to last year.

I am convinced that this is not the message the region wants to convey to Palestine Refugees in the occupied Palestinian territory and across the region.

Words of solidarity must translate into matching funding to make a tangible difference.

Second, I urge you to safeguard UNRWA’s role in protecting the rights of Palestine Refugees.

Constructive engagement on the options identified by the strategic assessment will help to chart a viable path forward, and ensure that the Agency is fit for purpose.

A genuine, time-bound political process would allow the Agency to finally transition its government-like services to empowered and prepared public institutions serving Palestinians.

Finally, I appeal to you to use all the legal political, economic and diplomatic tools at your disposal to end the unconscionable suffering in Gaza.

A ceasefire is imperative, and UNRWA must be allowed to deploy its expertise and its unparalleled aid distribution network to reverse famine and provide critical humanitarian assistance.

    Enough has been said.

Now is the time for action to save lives and secure the future of Palestine and the region.

    Thank you.

    Background Information:

UNRWA is the United Nations Relief and Works Agency for Palestine Refugees in the Near East. The United Nations General Assembly established UNRWA in 1949 with a mandate to provide humanitarian assistance and protection to registered Palestine refugees in the Agency’s area of operations pending a just and lasting solution to their plight.

UNRWA operates in the West Bank, including East Jerusalem, The Gaza Strip, Jordan, Lebanon and Syria.

Tens of thousands of Palestine refugees who lost their homes and livelihoods due to the 1948 conflict continue to be displaced and in need of support, nearly 75 years on.

UNRWA helps Palestine Refugees achieve their full potential in human development through quality services it provides in education, health care, relief and social services, protection, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Your support is crucial to help us provide emergency aid

CNN: Netanyahu "prefers the hostages dead" so he can intensify attacks on Gaza, hostage’s father alleges

The father of a hostage currently held in Gaza has alleged that Israeli Prime Minister Benjamin Netanyahu would prefer that the hostages were dead so that he can carry out intensified attacks on the enclave.

“He prefers the hostages dead because it’s going to make it easier for him,” Yehuda Cohen said in an interview with the BBC on Friday.

“Once you convince everybody that they are all dead… you can say, ‘okay, we can go brute force on the Gaza Strip, bomb everything,’” he said.

Cohen, whose son Nimrod is still being held captive in Gaza, was one of several family members of the hostages to sail toward the enclave on Thursday, calling for the war to end.

Netanyahu “just (doesn’t) care” about the hostages, Cohen said. “He’s using the hostages issue to prolong the war, to prolong his position as a prime minister.”

“Netanyahu is working for personal interest. He’s on criminal trial, and as I say always, this is what happens when you put a person who is under criminal trial as a head of a state,” he said, referencing a long-running corruption trial involving the prime minister... Letter from Gaza: The Nakba We Are Living Through "I have now become a refugee twice over: once from our historic village of Barbara, and now from Jabaliya." Hamza M.Salha Jun 02, 2025

DEIR AL-BALAH, GAZA STRIP—The genocide in Gaza is fast approaching 20 months since it began. My family and I have been displaced from our home in the Jabaliya refugee camp several times, but this is the first time we were forced to leave the north and flee south to Deir al-Balah, from where I am writing to you.

Living in Jabaliya had become impossible. By stripping us of our health and money, ongoing displacement has forced changes on us: from being a proud family to one that lives in humiliation. We were pushed south last month, during Israel’s fourth invasion of Jabaliya in mid-May. In preparation for yet another ground invasion, the Israeli military started pounding Jabaliya with airstrikes, leveling buildings to the ground. Israeli troops began advancing from the north and the east, getting closer every day.

I started looking for a home to rent in western Gaza City, where it was somewhat safer and where we could find some kind of shelter. On May 20, while returning from that search, my father called me in a panic to say a quadcopter was firing heavily at our home in the western Jabaliya camp. Our time was up. We had to flee. So we decided to spend the night at my brother’s burned down house in central Jabaliya.

We figured we would stay the night and leave the next morning, but that night we were plunged into the depths of hell.

Just two hours after arriving at my brother’s place, we heard someone outside shouting, “People of the neighborhood! The army is threatening to bomb the area! Evacuate immediately!” My legs began to tremble. Barely ten seconds later, the house next to our was bombed. It felt like...
