AI-Enabled Weapons Systems- As Artificial Intelligence moves onto the battlefield, UN Secretary-General António Guterres has shared his deep concern about the potentially disastrous consequences. Describing the taking of human life by AI weapons as “morally repugnant,” the Secretary-General has stressed: “Some decisions must remain forever human — none more than taking a human life.”

United Nations Secretary-General António Guterres has urged world leaders, technology companies, and others to work together to ensure the safe use of Artificial Intelligence.

The Secretary-General warned that without greater international cooperation, the technology could widen global inequality instead of advancing sustainable development. The unregulated usage of AI has direct impacts on our environment, children, and weapons systems that are developing at a rapid pace without close human oversight.

The Secretary-General said that nations must come together to increase the safety of Artificial Intelligence, while mitigating its detrimental impacts in four critical areas.

The Environment

AI is hungry for land, water and power, and the data centers behind it already consume more electricity than most nations.

By 2030, they could use more power than all but five countries — and enough water to meet the basic needs of all 1.3 billion residents of sub‑Saharan Africa for an entire year.

Despite these obvious concerns, communities are often uninformed about the environmental impact of the infrastructure rising around them.

In response, the Secretary-General has proposed the AI Environmental Transparency Initiative, calling on every major AI company to measure and publicly disclose the full environmental impact of its systems — carbon, water, and land footprints — and to commit to powering every data centre with renewable energy by 2030.

Ladies and gentlemen of the press,

Let me start by two clear messages.

First, to the United States and to Israel:

It’s high time to end this war that is risking to get completely out of control, causing immense suffering on civilians and with propagation around the global economy, that is really dramatic with potential tragic consequences, especially for the least developed countries.

Second message, to Iran:

Stop attacking your neighbours; they were never parties to the conflict.  

The Security Council has condemned these attacks, has ordered them to stop, as it has ordered to open the Strait of Hormuz.

The prolonged closure of the Strait of Hormuz causes enormous pain in so many people around the world that have nothing to do with this conflict.

It’s time for the force of the law to prevail over the law of the force. It’s time for diplomacy to prevail over war.

I want, naturally, to say that I’m extremely grateful for this invitation.

The European Union and the United Nations have exemplary cooperation, and the European Union has been a fundamental support for the UN and for multilateralism.

And I hope, I’m sure, the European Union will be absolutely central in the efforts to create an international order based on the rule of law, an international order in which we will have more justice, in which we will have more climate action, in which we will have more control of the evolution of technologies and in which international law will prevail.

Our dream of peace is in peril.

The threat of nuclear weapons use is the highest in decades. Global tensions are pushing military spending to stratospheric levels. Small arms and light weapons are proliferating. And emerging technologies are making conflicts even deadlier.

We must lower the temperature. On this International Day for Disarmament and Non-Proliferation Awareness, I urge leaders to step back from the brink. Stop rattling the nuclear saber. Halt the arms races.

It’s time to invest in the architecture of peace, not the tools of war. That means living up to disarmament obligations. Rebuilding trust. And strengthening the systems and tools that prevent the proliferation, testing and use of deadly weapons.
